The first Elmira Family Resource Center opened its doors in October 2016 after two years of planning by a dedicated committee representing parents including Elmira College, the Department of Social Services, Horseheads Family Resource Center, and the Child Care Council.

The EFRC is available to all families living in Chemung County. The center offers families a place to meet other families, get help from community agencies and provide a place for children to learn, play and grow.

The EFRC is funded through the Community Foundation and Chemung County.
